2014年首都网络犯罪治理新进展

　　摘要

　　2014年，首都网络犯罪在数量上呈现增长趋势，网络犯罪行为呈现出复杂性、逐利性以及有组织性等特点。在首都网络犯罪治理方面，政府及相关部门主要采取四项措施，即专项行动治理常态化、部门联动治理法治化、行业自律治理协作化、社会自护治理机制化。当下，面对网络犯罪蔓延趋势，首都相关部门应加强源头治理，并完善法律治理。

　　Abstract

　　In the year of 2014，the total number of cybercrime issteadily increasing，while cybercrimes in the capitalare now executed with greater sophistication，increasingly for purposes of financial gain and by an increased diversity of organizational structures. In order to control the cybercrime，government and related agencies mainly adopt four measures to control crime，which are，special task action，departmental interaction，self-discipline management and social self-care governance. In the face of cybercrime spread，relevant agencies in the capital should strengthen the fundamentalprevention and improve the legal governance.
